Alcohol Related Motor Vehicle Collision

Narrative:On 4/20/19 at 9:11 PM troopers from the Maryland State Police Salisbury Barrack were dispatched to a motor collision at the intersection of Route 13 and Oliphant Drive.  When troopers arrived on scene, it was learned that the at fault vehicle had fled the scene according to witnesses. Witnesses reported that the at fault vehicle, a black Toyota truck, was traveling south on Route 13 and made a left turn directly into the path of the Honda passenger car.Witnesses were able to obtain the vehicle description and tag number for the vehicle.  An additional witness saw the vehicle travel into a shopping center parking lot near the scene of the collision and contacted police.  The witness was able to identify the vehicle as well as the driver that had caused the collision and fled the scene.

 

When a trooper made contact with the driver of the at Toyota truck, a strong odor of an alcoholic beverage was detected coming from the truck as well as the driver, Jose Franciso-Mateo.  The driver was positively identified by the witness as the driver who had caused the collision and fled the scene.  Franciso-Mateo performed poorly on field sobriety tests and was placed under arrest for driving under the influence of alcohol and leaving the scene of an accident.  He was transported to the Salisbury Barrack and refused to provide a breath sample when asked.  He was subsequently transported to the Wicomico County Detention Center for processing before a court commissioner.

 

The driver and two occupants of the Honda sustained minor injuries and were treated and released from PRMC.  Franciso-Mateo was uninjured in the collision.

Location: U.S. Rt. 50 W/B at Old Bradley Road Mardela Springs, Wicomico County, MD

Vehicle: 2017 Jeep Renegade; 8DD3705

Driver:  Paul Everette Duthoy (33) Edgewater, Maryland

 

 

Narrative: On 04/21/2019 at approximately 0406 Troopers from the Maryland State Police Salisbury Barrack responded to a disabled vehicle on U.S. Rt. 50 W/B prior to the Vienna Bridge.

 

A subject was seen walking west bound on U.S. Rt. 50 away from the disabled vehicle.   The driver, identified as Paul Everette Duthoy, stated he was walking because his vehicle ran off the roadway, and he was looking for a phone to call his brother.  

 

Troopers detected the strong odor of an alcoholic beverage coming from Duthoy’s breath and person. Investigation revealed that Duthoy’s was operating a motor vehicle under the influence of alcohol.  

 

The vehicle was identified as a 2017 Jeep Renegade displaying Maryland registration 8DD3705.  The vehicle matched a description of a vehicle that fled from Ocean City Police Department and Maryland State Police Berlin Barrack on 4/21/2019 at approximately 0200 hours.  Duthoy was the registered owner of the vehicle.    

 

Duthoy was transported to the Salisbury Barrack for processing.

 

Duthoy was charged with driving under the influence of alcohol, driving while impaired by alcohol, fleeing from the police.  He was taken and released to the Wicomico County Detention Center.

Location: Nanticoke Road and Catchpenny Road, Wicomico County

Vehicle 1: 2006 Black Kawasaki Ninja, MD Registration “514Y54.”

Driver 1:  Miguel Angel Valderas, H/M, 26 YOA of Quantico, Maryland.

Vehicle 2: 2012 Black Ford Escape, MD Registration “5DA8557.”

Driver 2: David Romin Waters, B/M, 18 YOA of Nanticoke, Maryland.

Charges: Driving under the Influence, Driving While Impaired by Alcohol, Negligent Driving, Reckless Driving, Failure to Control Speed to Avoid a Collision

 

Narrative:

    On 04/18/2019 at approximately 2144 hours, troopers from the Maryland State Police Salisbury Barrack were dispatched to a motor vehicle collision that occurred in the area of Nanticoke Road and Catchpenny Road in Wicomico County. When troopers arrived on scene they made contact with the driver of a black Kawasaki Ninja, Miguel Angel Valderas, and the driver of a black Ford Escape, David Romin Waters. Waters stated he had to slow abruptly in order to avoid striking deer that were crossing the roadway. Waters advised when he did, he was struck from behind by the motorcycle. 

 

    Troopers detected an odor of alcoholic beverage emitting off of Valderas’ breath and person. Due to the trooper’s observations and Valderas’ poor performance of standardized field sobriety tests, Valderas was placed under arrest for DUI. Valderas was read his Advice of Rights and refused to consent to a blood kit to determinehis level of intoxication. Valderas was charged with Driving under the Influence of Alcohol and other traffic related charges.

 

    Valderas was transported to PRMC for injuries and released to the care of hospital staff.

Second Phase Of Fugitive Warrant Effort Leads To 107 Arrests In Wicomico, Dorchester Counties

(SALISBURY, MD) – Maryland State Police, in partnership with allied law enforcement agencies in Wicomico and Dorchester counties, arrested more than 100 people as part of a continued effort to reduce the amount of active fugitive warrants in the lower Eastern Shore.

As part of “Operation: On The Lam[b],” the Maryland State Police Gang Enforcement Unit and Apprehension Team, along with allied federal and local law enforcement agencies in Maryland, Delaware and Virginia, planned, coordinated and implemented a plan to locate and apprehend suspects with open arrest warrants issued through the Maryland State Police, Salisbury Police Department, Wicomico County Sheriff’s Office, Delmar Police Department, Fruitland Police Department, Cambridge Police Department, Dorchester County Sheriff’s Office and Worcester County Sheriff’s Office.

The Wicomico County State’s Attorney’s Office, Dorchester County State’s Attorney’s Office, Delaware State Police, Maryland Division of Corrections, Delaware Division of Corrections, Homeland Security Investigations and the Eastern Shore Information Center [ESIC] also partnered in this operation

This initiative, which yielded 107 arrests and took place on April 9 and 11, was a follow up to “Operation: Hide and Seek,” which was conducted on Feb. 20 and led to 41 arrests. That operation focused on gathering information and identifying criminal gang members and suspects of open criminal investigations in Wicomico County. Among those arrested in that initial investigation were 11 people who had suspected ties to organized gangs and 13 of whom had out-of-state connections.

Among those arrested during “Operation: On The Lam[b]” were:

  • Travis Sentell Corbin, 34, of Salisbury, Maryland. Charged with possession of controlled dangerous substance and felonious possession of firearms and related charges.
  • Keshawn Ramier Purnell, 21, of Salisbury, Maryland. Charged with unlawful taking of a motor vehicle. Purnell is also an associate of a local Blood gang faction.
  • Samuel Armando Lipscomb, 38, of Salisbury, Maryland. Charged with second-degree escape. Lipscomb is also a known associate of the LMF (Loyalty Money Family) Blood Gang.
  • Jeffery Serres, 41, of Salisbury, Maryland. Charged with multiple thefts, theft scheme, fourth-degree burglary and eluding law enforcement. Once apprehended, contact was made with numerous law enforcement agencies in Maryland and Delaware regarding over a dozen open investigations for burglary in the first, second and fourth degree with associated thefts of various degrees where Serres was the primary suspect.
  • Andre Dewayne Nock, 39, of Pocomoke, Maryland. Charged with illegal possession of a firearm.
  • Megan White, 25, of Ocean Pines, Maryland. Charged with possession of a controlled dangerous substance and paraphernalia.
  • Alexander Moses, 34, of Salisbury, Maryland. Charged with robbery, conspiracy to commit robbery, felony theft, second-degree assault and controlled dangerous substance related charges.
  • Cody Perry, 26, of Pittsville, Maryland. Charged with possession of a controlled dangerous substance and paraphernalia as well as theft.
  • Kavon Randy Conquest, 18, of Delmar, Maryland. Charged with second-degree assault and a violation of probation on an intent to distribute a controlled dangerous substance charge. Conquest is a validated Blood gang member through the Maryland State Police.

This investigation was made possible in part due to funds provided by the Governor’s Office of Crime Control and Prevention (GOCCP), which supports the Maryland Criminal Intelligence Network (MCIN).

Worcester County Deputy Struck By Car

On Wednesday April 17th at about 2158 hrs. A Worcester County Sheriff’s Office Deputy was conducting a traffic stop on Rt. 90 near Rt. 589. While out of the vehicle the Deputy was struck in his back by a passing vehicle. 
The driver of that vehicle did not stop and exited Rt. 90 on to Rt. 589. 
Deputies located the vehicle and driver at a residence in Ocean Pines. The driver was identified as William Edward Mott, 62 years of age of Ocean Pines Md.
Mr. Mott appeared to be under the influence of alcohol. Mr. Mott was placed under arrest and charged with driving under the influence of alcohol, driving while revoked, and leaving the scene of a personal injury crash. Mr. Mott was held at the Worcester County jail pending trial. 
The Deputy sustained non life threatening injuries and was treated and released.

Arrest Made In Somerset Co. Shooting

(CHANCE, MD) – Maryland State Police arrested a suspect involved in the shooting of a Somerset County man yesterday.

The suspect is identified as Lance Fridley, 33, of Deal Island, Md.  Fridley is charged with armed robbery, first and second degree assault, illegal possession of a firearm, and other pending criminal charges related to the incident.

The victim is identified as Kevin Bivens, 54, of the 10,000 block of Mahlon Place Road in Chance, Maryland.  Bivens checked himself in to Peninsula Regional Medical Center for injuries reportedly sustained during the incident. Bivens was later transported to the R Adams Cowley Shock Trauma Center in Baltimore.

Shortly before 2:00 a.m. yesterday morning, troopers from the Princess Anne Barrack responded to the Peninsula Regional Medical Center for a shooting victim, later identified as Bivens.  Bivens told police he had sustained a gunshot wound during an altercation with the suspect, later identified as Fridley.

The Maryland State Police Criminal Enforcement Lower Shore and troopers from the Princess Anne Barrack began the investigation. They responded to the scene of the shooting in the 10,000 block of Mahlon Place Road in Chance, which police believe is the home of the victim. Forensic analysts from the Maryland State Police Crime Lab processed the scene.

During the investigation, Fridley was identified and located as the suspect responsible for Biven’s injuries.  Fridley was located and apprehended without incident at a residence in the 10,000 block of Deal Island Road in Deal Island, MD.  Fridley was transported to the Somerset County Court Commissioner after processing and subsequently taken to the Somerset County Detention Center.
